Hey Shorty!
Although I'm sure Transport Canada is the authority on this, here's a link I found...

This answers your first question, about the Class of medical for the UL license.
Willy.

Hi there,
I remember reading about this a few months ago and I understood that
it would be a Cat 4 medical signed by your doctor for the UL passenger
endorsement. This is the same medical required for the Rec permit.
If anyone can verify that please? I would like to get this endorsement
on my UL permit and I'm just waiting for an instructor/examiner to become
available in my area for the required flight test.

The CAT4 (self-declared) medical is still in effect for UL pilots including passenger carrying. You fill it out, get your regular Dr. to sign off (no CAME required) and off you go.

Actually the medical required for the UL passenger carrying rating is the same as for the Recreational Pilot Permit - that is a self declared medical countersigned by your family doctor.
The validity period is also the same as for the Rec Pilot Permit - 5 yrs under 40 and two years over 40.
