Did the exemption for UL's operating in Class E airpspace granted Feb 2010 make it into the CARS - or is another exemption going to be issued before the current one expires on June 30 2011?

Good news of course, but I wonder why there seems to be hesitancy on TC's part to just make this logical exemption permanent. As opposed to an other term-limited "extension" of 18 months.
Are they worried that there is something inherently unsafe about having appropriatly equipped UL's opperating in Class E airspace, and thus wanting to maintain an "out" for banning UL operation in Class E again at some point.
Again . . . good news . . . but I'm just wondering about the ongoing "extension" aspect of it.

The reason this exemption gets renewed is because it is an exemption to a regulation. The exemption is allowed because there is an intent to change the regulation so that the exemption becomes redundant.
The real question is why don't they just change the regulation as they proposed 10 years ago. The answer to that questions is procedures and politics. The bombing of the twin towers in NY happened followed by other stuff over the years that took precedent over this particular regulatory change.
Is some ways, renewing the exemption every 18 months is a good thing. It reminds the powers that be that there is unfinished business still out there.
